The limited supply of land coupled with strong demand has dramatically increased housing values making it a challenge for workers to find and afford housing in this valley.

Team
Christine Walker, Principal
As founder and principal of Navigate, Christine helps communities throughout the Intermountain West understand the true nature of their housing affordability challenges as a foundation for effective and durable solutions. She is valued for her broad and deep experience in the public, private and non-profit sectors, a combination that gives her uncommon insight into how each of these sectors view housing development and what is needed to bring them together in successful projects.
Christine served as the Director of the Teton County (WY) Housing Authority for over 10 years, gaining hands-on experience in the development and management of hundreds of homes for the Jackson Hole workforce. As a former small business owner (Above & Beyond Paragliding), Christine understands the staffing challenges employers face, especially in the Mountain West. Christine is originally from Vermont, graduated from the University of Colorado in Boulder, and enjoys hiking and backcountry skiing.
Maggie Schilling, Associate
Maggie brings two decades of project management experience, having worked as the Executive Director of a small nonprofit land trust, a planner in the Teton County (WY) Planning Department, and in various nonprofit fundraising and development roles. Originally from Oregon, Maggie graduated from Williams College and obtained her Master’s in Natural Resource Planning from the University of Michigan.
